You can set the permission on the Destination folder in your Google Drive where the uploader will store your files. The rights are inherited - so if you make the folder publicly available / or available for people who know the link you could share the link to view or download the uploaded files with other people.
It is your Google Drive account and your responsibility to follow their terms of the service...
